Higher education systems require careful attention, resources and organization to be recognized as the world’s best.
We will take into consideration a number of variables to figure out which countries present the strongest higher education systems globally.

Universitas 21 has been ranking the higher education systems of countries since 2012. They aim to identify which regions have the largest resources and strongest education environment to contribute towards student experiences and enabling institutions to compete for overseas candidates.

The survey includes a separate module to measure countries in similar stages of economic development, through the use of GDP per capita. The ranking based on GDP per capita helps identify which countries are providing greater resources to higher education despite their economic weaknesses.

Referring to our Higher Education System Strength Rankings from 2016, 50 countries were assessed to measure the quality of higher education per region. The ranking evaluates each country in four categories: system strength, access, flagship institution, and economic context.

To go into more depth as to what constitutes QS’ Higher Education System Strength Rankings specifically, the “System strength” is the number of institutions from the country that have found a place in international rankings. “Access” is the number of places available in universities for students. “Flagship institution” assesses the strength of each country’s main institution. “Economic context” takes into account performance in international rankings against GDP per capita, which shows the extent to which financial investment helps ranking representation.
The Results
Here we are presented with the findings from each corresponding set of rankings. The results, in some cases, follow a similar regional trend, with the UK placing in the top 5 amongst all rankings, while they also provide examples of regional anomalies – Serbia 2nd in the U21 GDP-based Ranking but does not feature in the top 10 anywhere else.

The following regions are the only countries to have an average placing within the top 15 from all 3 rankings combined and, in the case of the above industry research, represent the strongest higher educational systems.
